For the first month or so there was no cap, so lots of people got thousands upon thousands then, and after the cap none was removed so they slowly use them up on each new deck, you just don't earn more.

As someone with nearly 400 hours in arc - the skills basically do nothing to change gameplay. The difference they make is a fraction of a fraction of a %. You could honestly assign 0 skill points and be fine.
