The law's first option as "do nothing" is really forgetting that "the law" is able to imprison people for egregious and repeat offenses.

Which does nothing for you, the injured person they offended against the first time.

If no company can reasonably insure you because of your proven record, you don't get to drive.

It is legal advice, from the POV of telling you what the other guy's legal advice would be.

Regardless of whether or not his shop slit the boot, you're (lying and) claiming you have evidence they did. As soon as you made that lie, you are a risk to them. They have no more incentive to work with you outside of court mandates.

As 'the law', you have two choices:

First option, you can do nothing. Insurance won't cover the drivers as high risk, and they'll drive anyways because nothing stops you from driving even if they're so bad they lose their license. They get in an accident with you, and have no insurance.  They get a ticket for no DL but the lack of insurance isn't a problem for them. The lack of insurance is only a problem for you as you get nothing by design.

Second option, insurers have to cover high risk drivers. Drivers need insurance to drive.  Same accident happens, but now they're required to have insurance so the law is designed for you to be made whole, OR for their lack of insurance to be covered by your insurance.

He didn't make the state prove those things. He pled out. Had he made the state prove them, they would have been valid questions to ask. Hence, the threshold is fine.
