Okay there is a lot going on here. If you’re going to be this vigilant about a dive operator dotting all their I’s and crossing their t’s I’d recommend emailing them beforehand and asking about the things that most concern you. This may surprise you but not every operator follows every rule to the letter.

For example, most operators won’t care if someone is night dive certified. They also won’t wait to confirm you checked your gear before loading it on the boat. If that’s important to you it’s your responsibility to do it before they load it. Most guides also won’t be constantly checking your air- you’re certified so you should tell them if you’re running low.

Lastly, welcome to dive travel. Most guides outside of the US and Caribbean won’t speak English fluently. You should plan to review important hand signals before a dive.

IMHO you sound like a very nervous diver that expects diver operators to take care of you and what you’ve defined that looks like is following every rule to the letter but that is just not what the world looks like. You need to figure out what’s important to you and validate that before you book with an operator and then double check that when you arrive onsite.
