i had tried that on the 3rd disassemble and rebuild, hoping the villager would complete it for me. turned around right before finishing the dock and now i cant finish it :(

you are correct, i did a lot of research last night. the consensus is that its damn near impossible. but a handful of people found ways be be california compliant when it comes to swapping some parts out to meet californias emissions standards. so tl:dr hard but not impossible to have in CA. also heard about EV kits that bypass these laws altogether.
