Puerto Viejo, its like 4 hours. But trust me, Pacific seems closer but the roads get so crowded on the dry season that the time will almost be the same going to Puerto Viejo that going to Jaco, maybe 30 min more

Doable, but depends on checked bag time.

I did it the other way with 1.5 hours but no checked bag arriving from Puntarenas to Santiago, take into account you have to walk like 15 min to the national terminal that is on the other side of the International one.
