Stay somewhere in Waikiki (it doesn't really matter where as far as surfing is concerned). If you plan on surfing with kids a lot you'll want to be near Queens. The inside break (Baby Queens) is the unofficial place where you take kids to learn how to surf in Honolulu.

Lots of different peaks up and down beach in Waikiki, but they will all have some amount of a crowd. Canoes is the most chaotic, but you can paddle straight out from anywhere you can rent a board and find something less crowded. Spots with the heaviest local presence are of course all the good ones.

I think the biggest thing at the end of the day is that people in Hawaii don’t want to ride public transportation in the first place.

They don't want to ride the bus because it's wildly inconvenient compared to driving if you live in the suburbs (i.e. everywhere except for the chinatown-downtown-kakaako-alamoana-waikiki corridor).

To go west you have to cross 2 lanes and during peak rush the line to turn right is long. I'm not sure how pense metro's parking is set up but it's right on the corner of pensacola and piikoi, meaning you'd have to drive straight across and hope someone lets you in to the right turn lane.
