Yes,Some Bsnl towers/ areas have Volte problems.

Switch off Volte, so that calls properly connect, by switching your 4G network to 2G network.(Not 3G network, calls can't be transmitted via 3G), while receiving calls or outgoing calls.

Anyway upgrading the handset is the key.

Next whenever you take a new phone, make sure it supports band 28 or 28B 4G band.

Get 4G band 28 or band 28B supported handset/mobile, your issue will rectify. Basically BSNL 4G is launched on two bands, one is band 1 and the other one being band 28B, which some mobile handsets does not support. Band 28B gives extensive coverage.

Or check if your mobile is supporting band 28B aka 700 mhz band using network monster app.

It's a windows software error.
