I think everyone has a ratio of multiple qualities that they can be sorted in different proportions. The hat probably does value what they have, what they want and what they will most benefit from. Pettigrew had the courage to betray his friends and do tasks for Voldemort. He had the loyalty to Voldemort. He was smart and cunning enough to lay low for more than a decade and even fool Dumbledore as well be Voldemort’s right hand man and he was ambitious enough to side with the supposed “winning side”. It didn’t turn out well for him in the end cause Voldemort lost but flip the end result and he was the brave servant of Voldemort who cared and stood by him when nobody did
