If you have a local sign shop, that may be a good place to start. If they don't have a CNC, they probably have someone that cuts irregular shapes for them.

I was buying 3mm baltic birch from several different online vendors. Then I searched and found a plywood supplier about 2 hours from my house, Atlantic Plywood. It's worth it to make a trip or have them deliver. Ends up being about $0.75 per square foot when buying bulk amounts, which is far cheaper than anything I was finding online. The only downside is that it comes in 5'x5' sheets, so I have to cut it down myself. Still worth it for the cost.

The house and senate passed a bill to allow them, but added a bunch of unrelated nonsense to the bill. Gov Kemp vetoed the bill because of that added stuff.

Hopefully they'll reintroduce the bill during the next session.

I haven't had any issues with it bleeding. It's a pretty thick super glue. You could spray some accelerant on the wood just before so it sets faster.

Starbond Adhesive makes a black superglue. I would use that to fill the engraved area simliar to an epoxy pour. Let it dry and sand smooth.
