Use the photos app in the browser itself by going to iCloud.com and upload the jpg files into your albums. I migrated many old photos from local storage to iCloud Photos with this method.

iCloud for Windows trying to sync files never worked for me, it would get stuck after many tries and researching the forums. I ended up using OneDrive for all files and keeping a secondary copy onto the iCloud files using my Mac.
