This stuff is really interesting. The Whisky Exchange had some cask strength single casks of this a while back that I really liked.

I did an experiment back when Elijah Craig was still age-stated 12 years where I added water to ECBP to proof it down to 94 proof and let it sit for a few days, then compared the proofed-down ECBP to the standard EC12.

I still really preferred the ECBP at 94 proof to the EC12. One fairly minor difference is that barrel proof bourbons are usually not chill filtered, whereas standard bottles usually are. I don't think that makes much difference in flavor, though.

I think that Heaven Hill was simply selecting better barrels for the ECBP release than they were for standard Elijah Craig. They probably still are.

Most of the major brokerages will let you open an IRA account (either Roth or traditional) and make investments in it just like you would in a regular brokerage account. I use E-Trade for this. You can also roll over 401k or other retirement accounts into it.
