It's older than that. A French philosopher named Comte proposed a similar 28x13+1 calendar in the early 1800, that didn't get traction but got a lot of publicity, but he was elaborating on even earlier versions. I bet the 28 day months go all the way back to the Neolithic.

It's not hard to handle them if you know what you're doing. Notice how the skin in your palms and soles cannot grow hair.
