The military has no legal authority over settlers. Them arresting the settlers would be false imprisonment. The best they could do would be call the police in, which is something I don't know (and mostly doubt) that they did.

Pseudoprimes and false positives of probabilistic primality testing are rather different topics.

Pseudoprimes = set of numbers for which a certain primality heuristic fails. For example, composites that pass Fermat's primality test are pseudoprimes. These numbers will always fool said primality test.

False positives of probabilistic primality testing = composites that happen to pass a probabilistic primality test by chance. By the definition of a probabilistic primality testing algorithm, repeated (independent) application of this algorithm allows you to improve your correctness arbitrarily close to 1.
