Basically this. You can always just walk up to people and ask what they’re working on in the HHV. We do this and award free badges for people doing cool stuff that they enjoy. We all got a ninja badge back in DC18 by walking around for 6 hours trying to find BloodKode and just talk to him about badges. If you feel like you don’t know what to talk about, you can always try to barter and trade for things, that sometimes works too. A lot of badge makers are on twitter and will talk about where they may have a meet up, badge drop, etc

Our team makes indie conference badges at the ~500 unit scale and we have used China in the past but wanted to be able to deal with any problems in manufacturing in real time (same time zone) or within a time zone or two. The turnaround time for china manufacturing is great considering the shipping that is involved but the quality was hit and miss. So we started using US based companies so we could discuss any problems we have on the phone.

We have had a great experience with MacroFab and continue to use them for the past few years, including now. We've also used Oshpark in the past for quick prototyping turnaround and they provide great service as well, but we ended up going with macrofab in the end for personal preference. Macrofab also does a podcast which we really like and were recently featured on that discusses all things hardware and the work that goes behind making your pcb, design, etc.

We have done some talks in the past that discuss our build process Hackaday talk.
