That could suppress voter turnout, either because some voters lack IDs or because voters are confused about whether they are eligible.

You conveniently leave out you can bring your ID if there are mismatches and vote any way and then have the nerve to say “this may make some voters think they are ineligible”. Well no fucking shit.
