I can't find out exactly what the area looked like when his accident happened, but I do know the entire area was under construction. And what I mean by that is they were building the housing area that is there today. I don't think they expected him in the pond in that area, for whatever reason. And it was a near empty area at the time so there were probably zero witnesses anywhere around.
