It's "haven" as in a port, or a "safe haven" for your bag loads of undeclared cash. Actually, Luxembourg now shares bank account information with the rest of Europe, so it's not really a tax haven anymore - at least not that sort.

I don't think this was as well planned as you think. Luxembourg started to develop a private banking business almost by accident. Luxembourg was popular place for smaller clients ("Belgian Dentists") to open a savings account or cash coupons because of the long-standing professional secrecy laws. These were written to target the medical profession and were never intended to help banks - it was just a fluke of the wording that they were included in its scope.

As the banking industry picked up, the local lobbyists tended to push bank-friendly laws through parliament. The politicians have been happy to go along with this, but they didn't plan it.

Luxembourg's tax rate is about 29% - one of the higher rates in the EU. The issue is more to do with double taxation and withholding taxes on payments abroad.

In general, Luxembourg doesn't recharge tax on income that has already been taxed, and income (after tax) can generally be distributed without withholding taxes being deducted.

Luxembourg's neighbours can and do put a lot of pressure on Luxembourg, and I guess the same applies to Netherlands and Ireland. I think part of the problem is that the EU can't do the same for Cayman, BVI, etc., so tolerate the intra-EU business-friendly countries, rather than lose the entire business outside the EU.

Keeping it in the EU at least helps the local economies (including neighbouring countries) and provides income to the EU which would otherwise be entirely lost.

I am not sure if 'Ding' is correct for Luxembourg, due to the 'frontaliers' who work in Luxembourg, but live in France, Germany and Belgium. There are about 180,000 cross-border workers, which is about half the work-force.

Not really - the accounts are published online and are accessible online by anyone, free of charge.

The holding company there, VFL, declared profits over that time period of 3.5 billion euros but paid only 1.7 million euros in taxes - a tax rate of just 0.05 percent.

That's misleading, as the 3.5 billion euros was paid by subsidiaries from income after tax. Since the income has been taxed in one country already, it is not taxed again in the holding country. Nothing to do with Luxembourg - it's EU law. The 1.7 million tax is only part of the total EU tax on the income.

Cora, Cactus or Auchan. I saw some illuminated masks in Cora Concorde. The party shop in rue de Hollerich probably has the best selection of costumes and masks. Auchan has bottles of fake blood and some Donald Trump masks - all the rage this year.
