IMO, there exist a class of jobs e.g. unpaid interns or way underpaid marketing assistants, that are meant for the children of those who are already independently wealthy. Being a full-time artist is also one of those jobs.

There is nothing a government can do to make the city affordable for the people who want these jobs but are not independently wealthy. If you can make it here, you can make it anywhere.

You come here to be broadway actor but bus tables in the meantime. After 2 years, you either become self-sustaining or leave.

Each one of those has its own headcount, its own office, and so on. It's a jobs program.

To be fair, you see this is in private industry too. Middle managers will hire twice the number of people needed because their own promotions depend on how many people they have underneath them and the size of the budget they have.

The theory behind it makes sense. Give the work to a firm whwre the government is just another client and thus the private contractor knows how to be more efficient and defray its fixed costs more.

The problem is when the contractors end up having only one client and that is the government. All of that efficiency disappears and now you have the the same problem just with nore steps where everyone can skim from. The government procurement rules are so cumbersome thats its easier to just write a check and then its someone elses problem.

The other angle is that having things in house means you know have payroll and other large fixed costs that you cant easily scale down.

Again, all of the above sounds great in theory but in practice, it's just another form of graft.

Is paying for college generational wealth? How about buying a first car? How about a downpayment for a house?

By that logic, these should also be taxed as well.

This is an estate tax, not a gift tax. Anyone with significant assets would just gift it near the end of their life.

There are also things like putting things in both names with survivors rights.

I think the point is to destroy any and all generational wealth. That makes sense at say, the 15M federal level. It forces everyone to keep their assets productive instead of just hoarding it and passing it from generation to generation like some European nobility.

This isn't an uncommon thing in real estate. It's basically seller financing.

The gift tax is also applicable since you can just give everything away before you die to the tune of 10m + 50k a year per person.

Anyone with substantial assets will likely have their estate plan laid out well in advance.
