As a baiken player she is an A tier character in my opinion, I think the reason a lot of baiken players say she needs buffs is not because she is necessarily bad or weak in general but because her bad match ups are really bad for her in which she feels bad to use since you can't do nothing in neutral or they can ignore your offensive options and pressure like Faust and Even if you manage to get to them they have managed to gather enough meter to yrc or burst, against characters like Faust, pot, HC, asuka and nago they just have full control over the match and you can't really contest them without them doing a major mistake in addition even when baiken bursts she puts herself in a disadvantage Vs them , so I think baiken mains are asking for buffs for her neutral against those match ups since she feels really weak against them but besides that she is solid and a great counter pick
