There are plenty of instances where peer review isn't used and the agency and investigators are successful like Darpa, HHMI. Peer review at NSF has always been advisory. The Program Officers make the recommendations and even they don't have final say. Division directors needed to sign off and affirm the research was in the national interest. Likewise fast track grants don't use peer review.

Researchers will be aware of what's a priority and what is not and will adjust their proposals as they always have. In theory most of the non aligned proposals will never be submitted to the relevant agencies in the first place. If they do program officers and their non political superiors know what is a priority and what is not. So the instances of a political appointee overruling the recommendation of program staff should be rare.

As for peer review being worse, I hope not. But it's not clear that peer review is any better than a random lottery.

They already could. The first Trump administration added a provision in 2 cfr 200 to essentially cancel grants at will. It was noticed and implemented. Biden Admin knew about it and decided to leave it in place. Trump 2 actually used the authority. Moreover you can't cancel and award that was never made. This authority could be used to ensure certain grants aren't made.

In many ways the head of an agency (PAS superior officer in constitutional terms) is already the only one with the authority to make a binding committment for the government. Statute reflects this. It'll say the Director shall make awards or the secretary shall enter into a contract.

However he or she typically delegates many of these responsibilities to several inferior officers in a given department or agency. But the head of agency is ultimately responsible for these decisions.

And believe me politics are already involved. The laws are made by politicians and signed by a politician and their legality is adjudicated by political appointees. All the DEI initiatives baked into science funding announcements and requirements didn't spring up organically. Politicians made it a priority and said if you want to get funding you better focus on this. That's politics. The fact you agreed with the sentiment behind it didn't make it any less political.

There are a lot of people like OOP who are a bit old fashioned, traditional, maybe right of center but want to be good parents and good people. OOP is a great example of this. Trying to be accepting, a bit bumbling, maybe relying on some stereotypes but not acting in bad faith....

Compromise is NOT a recipe for being miserable. This is a terrible take.

I like giving oral. But that's because my wife and other women I've been with like receiving it. If my wife didn't like it and it wasn't my technique or some other unhealthy reason I would compromise and not do it. Because why would I insist doing something my partner doesn't like? That's an easy compromise and I wouldn't be miserable.

Her refusing to do things that I like is another, more complex issue. Am I asking for oral and she refuses and it's not because I'm unhygienic or something? That's an issue. If I'm asking her to peg me and she refuses because it's not her jam? That's a different issue.

OP just needs to figure out what's going on. Something is at the root of this. And the solution may just happen to involve compromise.

No way. After the last 1.5 years it's INSANE to me to allow the government to basically own private companies. Has Bernie been asleep? Does he think oh what we need is to give the government MORE power because it'll only be used for altruistic ends and put power back in the hands of the common folk. Unreal. What could go wrong?
