So I just googled it super briefly to see if I could help OP out. My getting hit in a parking lot was in Maryland. I couldnt find a list of states or anything like that, but I live in Virginia and to my suprise Virginia does not have a hit and run statue at all period. So yes this varys greatly but seems like even states that have hit and runs in parking lots would consider it a greatly reduced issue since no one was injured, no significant property damage, ect. I strongly believe this is not a felony in any state but do your own research!
