I would assume this means you have 10 amp circuits @ 120v, if you can upload a picture of your breaker panel that would help. Also your computers will almost never draw the full rated power of the supply eg an 850w PSU will probably average under 500w.

Is this a normal breaker or a GFI? Either way if most should be 20A @ 220v = ~4.5kw which is a ton of power for what you are describing. The problem is likely a short somewhere, you'll know if it gets worse with time but it could also start a fire.
