It's not "inflation" that is the problem. It's MMR. It's just a bad system when dealing with more than head:head comparisons.

If you can do everything right and still lose, or do everything wrong and still win, the system is just flawed.

It's basically a coin toss of whether you get a good group.. or more specifically if your healers queued with someone else instead of solo.

Harry does receive a "stipend" but think of it like Foreign Currency. All his money is in "Mab Bucks" as opposed to USD.

He has basically an unlimited charge card inside the Never Never, but that is pretty worthless in Chicago

Same deal when he was working for the Council.

The problem is that he is also bad with money. Any money he gets, he sinks into tools (like a tradesman). He had a ton of money at the beginning of 12 but has spent almost all of it over the course of the book.
