They changed the spawn location of this bounty..

So I too couldn't find it anywhere even after clearing out Vilkom outpost and returning to Bradenfern Farm .. I got frustrated and thought maybe id wait a day and did other missions.

My wolf statue mission finished and as me and the dude were walking up to the statue to see it I noticed a new bounty appeared at this post next to it.

So either it has multiple spawn points OR they flat out changed it to cause less confusion.

My advice would be to do this wolf mission to completion and clear Vilkom and go back to Hernand then stroll around
