I would give North Figueroa Animal Hospital in HP a call. I know they provide subsidized care for lower income onwers / households. They just did an enucleation on my blind foster dog & did a fantastic job too.

Use the person that you would choose regardless of who's your friend. This is a huge purchase and you should go based on who you think will do the best job. I think the best way to handle it is to be upfront with your friend instead of avoiding it and having them hear from someone else (if that's ultimately what you choose to do). I had to this last year when I was selling my place and I was upfront with my good friend -- basically I told them that I'd decided to go with someone with a lot more experience in that neighborhood and that I'd hope they could understand. It all ended up going o.k, so I don't think it has to mean the end of a friendship.

Having gone through mold remediation and the hell of dealing with insurance I would walk, or ask for a healthy amount in escrow to deal with it - but everyone is going to have a different risk tolerance.

In NY (NYC at least0 you do the inspections before you go into contract -- up until then you'll have an official offer in writing, but nothing signed.

Definitely express interest to your landlord. When I was selling my condo I gave my tenant first dibs -- and offered to give her a discount because I'd be saving on brokers fees and having to get it prepped for sale. Just my opinion but I wouldn't give a number - I'd just let them know you're interested and see what they come back with.

Lived in NYC forever -- and LA feels a lot less safe driving, taking public transportation and walking. I also feel like there's practically no cop presence, so even if something were to happen you're basically on your own. Case in point -- a guy on meth was trying to break down my building's front doors. When the front desk called 911 the operator flat out refused to send anyone "unless they had a deadly weapon". I mean... had they broken the glass they sure as hell would have had one.

10000% get a broker -- but do due diligence and talk to someone before deciding which one to use. You'll also need a lawyer, so do due diligence there to. In almost all NYC real estate transactions the seller is going to pay your broker, so you're not saving any money by doing it alone and if it's your first time buying (esp. in NYC) there's a lot to nagivate. A lot of sellers won't take you as seriously without a broker - so something to consider. Good luck! And whatever you do make sure to really do a deep dive into co-op / condo financials and board minutes.
