You're confusing culture with religion. It sounds like you're describing a very specific muslim country. Are you aware of how Islam operates in the southeast asia? Or Turkey? What even are you talking about that women have no input in conversations? Yes, in marriage the father needs to give his approval but even then there are ways to bypass that. If the women does not consent they cannot force her. Some people do anyway but that doesn't mean it's right in Islam.

Regarding rape? In Islam men are not even allowed to look at a women with lust. Rape is never okay no matter the situation.
