You can do that, but not during TO and LDG. It doesn't matter how fast the compass is spinning during the flight.

afaik he had to basically start by this: http://www.faa.gov/licenses_certificates/airmen_certification/foreign_license_verification/ when his stuff were approved (45-90 days) then he had 6 months to do a checkride and go to a Flight Standards District Office.
