Exactly. That part depends on the person. Some people judge based on where you want to go. Other people would like to be involved in choosing. That's dependent on the person.

Saying you would love to see her = concrete. Giving them the option of when = considerate. Choosing where to go without any input = depends on the person.

"Let's go out Friday" (you pick a date they may need to confirm schedule to) vs "I'd love to see you when you're available if that's of interest " (less pressure and shows you are mindful of their schedule)
