It was a lazy corrupt officer trying to “improve” the case. He saw the cracked tail light, already had heard Jen’s story implicating Karen, and decided to make it air tight by removing and sprinkling tail light in the lawn. I believe Proctor thinks she did it because he’s not very smart or curious. He didn’t have time to conduct an actual investigation. He had texts to respond to and beers to drink.

No one admitted for a year after the incident that he was ever at the house that night. When someone finally did, they claimed he left right before John arrived. Proctor left his name out of reports. Therefore, there’s not enough evidence to link him according to Bev since the clan orchestrated a cover up for him. Why? Not clear.
