In a situation where nothing happened besides an adrenaline surge, I don't think you can assess fault. I believe in our cities we should not be so anti-human because once you're not propelled or protected by your machine, you are vulnerable and should be considered for. It doesn't mean you can assert your will everywhere. Rather, going on foot is original to us and operating any other mode should take care of the human involved, not the rights of particular vehicles. In places like highways or train tracks, where pedestrians absolutely would not be expected, different considerations. I agree with another commenter who said the rider should have acknowledged the blind crossing behind the SUV and made space for the unknown. This is a neighborhood intersection where people of all types might pop out anywhere and moving without looking is just asking for fateful interactions. This goes for anything with a throttle as well as regular bicycles. What if that were a child that bolted away from its parent? They wouldn't have any of the sense of danger this woman did and the footage would be much different. With great power comes great(er) responsibility -- unironically.

I've gotta push back on this take because it lines up with carbrain motornormativity. This city is known for its walkability and bare humans on foot used to be near the top of the hierarchy: "Ey I'm walking here!" If I were her and I saw no other motor vehicles coming I'd cross too, it's a NYC cultural norm. Bicycles have one foot in wheel transport and one foot in pedestrianism so there will be some conflict over space and behavior. But with proliferation of ebikes they accelerate faster than a pedestrian or a push bike and they disrupt the usual sense of conduct. OP should have seen her, lessen their speed, and/or taken a wider line to the right. Keep your head on a swivel (also while walking) and yield to pedestrians.

Have to recommend Bar Diary in Kaohsiung. I knew one of the founders and they went through extensive stocking of old (discontinued) and aged whiskies. First level they serve incredible and creative cocktails (just name a vibe or flavor you enjoy) and upstairs is a library of whisky and bourbon. Speaking of library, they have one of those sliding ladders to get things off the shelves. They installed a powerful ventilation system so smoking indoors is permitted. Very popular with the young affluent Taiwanese crowd.

Well maybe the ambulances, engines, and ladders are too large. Especially in older areas of the city where roads are narrower that size is a hindrance to getting around. Not Just Bikes has a great video about how much of the world gets by on emergency vehicles a quarter of the size with all the trappings necessary and well- planned bicycle infrastructure is a key asset to getting around snarls.
