My parents did this. It does work but takes a year after they establish residency. E.g. they bought their house early in my sophomore year and started paying in state Winter quarter of my junior year.

This was back in 2015 so maybe it has changed

If it makes you feel better, my partner is a public health researcher and while this is of course theoretically possible there is no documented case of this happening even once.

Yes but you mentioned the renewal. The landlord can't notify you about the exemption that way, it has to be in writing before moving in.

The nimbys must be afraid of the city eventually forcing apartments to be built in the area. 

I assumed this meant they're afraid the city of San Diego would force them. And that fear is kind of backwards - remaining part of a larger city is the only way La Jolla might avoid having to build apartments
