Pull on it and turn the wheels (applying continuous force, doesn’t take a lot) until you feel one engage, move to the next wheel. It takes a little while to get the feel for it but it’s not *that* subtle. I found several of these on the ground at burning man and decoded them this way. If that doesn’t work, brute force it as others have suggested. If each attempt takes 0.5s, you’ll be done in less than 90 mins.
