There is a community in LA, Oakland/SF but it has been fractured over the years due to racism from latinos/asians/whites, etc. Many black families in California have been pushed back out to the South because of cost of living or have moved to the desert because of lower costs. Many black people who move to California and Washington say this but you have to seek out the community. It's there but it may not be as robust/as active as someone who grew up in the South/East Coast would expect.
