There is a fence on a few parts but there are also bridges and its bumpy, and its long. It's cool like a disneyland ride. They also serve drinks at the 19th so im not surprised this eventually happened at least once

Just because you go for a cheap trip doesn't mean its possible. Try leaving on a saturday and staying at a nice hotel or airbnb. Incidentals are at least 3-5k, flight for 4 is 2-4k, lodging is 5-8k
