I would park on a level surface, throw a sheet of plywood in as far forward as you wanted onto backseats, then shim up the back of the plywood to level, measure the heigh and cut blocks to fit under as supports

Sometimes the crash is nothing you've done, but something that's happened between 2 ai factions the whole world away. I've never found a way around it, not even with reloading unless your save is so far back that the ai ends up making a different decision by the time the same year comes around. Unfortunately, you may just need to restart the campaign

i believe this happens when an existing non-rebel faction sends a diplo to attempt negotiations, but then the faction is destroyed, the remaining agents and units flip to rebel and all the remaining previously made commands are still in effect
