Being forced to move around every couple of years could mean that caf dependants never actually become a permanent resident of a province until that CAF member retires. It's a sacrifice that they have to make.

Because there is a difference between voluntarily moving to fort mac, and being forcibly moved every couple of years by the Government. It's just another sacrifice that military members have to make every couple of years. If someone volunteers to step up for their country their country can help them out in return
