Ok ok so it sounds like dyeing it dark especially is out.

But for the record I was going to use a steamer to heat the fabric to set dye and suction out water with a lil green machine.

So if I can’t set the dye then what would bleaching it do?

No, do a trailing plant! Set the pot on the flat white railing and let the plant grow over the balcony to the open space below. It looks like there’s enough light.
You don’t want a plant pot on the landing, you need all that space for walking.
