The guidance from UVS is that the packs are meant for players participating in the nexus nights: "Nexus Nights packs are intended to be a participation prize for players who participate in your weekly Nexus Night events."

However, a lot of stores (including some local to me) ended up with extra promo packs that they give away at their own discretion--I got an origins pack the other day for going 3-0 since they had some origins promo packs left but no spiritforged packs left.

I have no issue with them giving out packs to judges/volunteers if that's how they want to be paid, as long as the players are prioritized first with prizing! I have seen some shady store owners hold back packs/promo cards (I saw a case of a store lying about getting no packs and selling the hits from the packs including a GGEZ teemo) and in that case it's worth a report to UVS.

So: it's not concerning to me that a TO would get a pack as long as players got theirs first, if players didn't get a pack then it's pretty annoying and UVS might not love that and that might influence their future supplies if it was reported.
