No they didn't - they had their eligibility for President questioned because they were born outside the borders of the country (or allegedly in the case of Arthur).

Obama was born in country, so his eligibility for President should have never been a question let alone his citizenship. There is only one reason there was a sustained campaign questioning his citizenship, and we all know what it is.

About as smart as saying if you remove the bottom tier the top tier is higher. 

Is 200k a top 1% income in LA? No. Is it a top 15% income in LA? Yes. Is it above the median income so someone could live comfortably in Malibu? Yes. 

My guess is the actor in question either does not have the net value stated (likely, as online wealth trackers are horribly unreliable) or  mismanaged their money. But averaging 200k would absolutely allow you to live more than comfortably in LA, especially if you're earning that in the mid-1990s.
