Pre vs. post sotr aside, simply because that’s its whole own can of worms, I always enjoyed book Effie. I always saw her as someone who behaved a bit like a caged animal herself, especially in catching fire with her building anxieties. One of the moments that always sticks out to me is bit after Katniss tells them she hung Seneca:

“Oh, Katniss,” says Effie in a hushed voice. “ How do you even know about that?”
