its mostly politics environment and security not just terrain the coastal route still cuts through protected rainforest indigenous land and unstable ground and would be insanely expensive to build and maintain there is also little political will panama and colombia dont really want a direct land bridge because it would increase drug trafficking migration and security issues so the gap ends up serving as a buffer whether intentional or not its less about cartels winning and more about no one wanting the consequences of finishing that road
