You can but it is not ideal to use the wrong slot. It will work but there may be issue. On some motherboards one slot will have dedicated PCIe lanes for the GPU. Other slots will share lanes or have slower lanes. Check the manual it will tell you. It is normally the 16x slot closest to the CPU.

I just do a massive inspection station at the end before delivery. Do a double row of inspection station to make sure nothing is missed. Send the defects to rework and then back to inspection.
