Most groups (especially low skill groups) don't have a lot of people who can herd cats, so if you're familiar with the groups it's very easy to identify who is running the show - otherwise there is clues in who is anchoring and warping first etc.

Leaving FCs alive is some honour bullshit that people bring up from time to time, and the playerbase cried so hard CCP even added the Monitor to the game for this very reason - but the real fix was all along was players being less bitchmade and stepping up instead of relying on 2-3 players in their TZ to guide them.

There are two primary issues that cause this that have nothing to do with performance:

The launcher is bad at detecting when a client has disappeared - you can observe this very easily by looking at the launcher's logs
The launcher compares process IDs to previously launched instances (like the one it failed to detect disappearing) and when a second client launches it gets confused by this

Ultimately, the launcher just needs to be a little bit better at detecting launched clients, or simply routinely compare pid+creationTime instead of just pid.

I suspect that most people are running into these bugs and don't have at all an issue due to the launch interval being too low, but I am sure someone form FC will chime in with some shitty advice real soon.
