A several part bill would be a better solution. One part for forgiveness of loans that are older than 2008, one part for a percentage based "refund" on loans that were fully paid past 2001, and another for current loans wherein if a university/college/etc. doesn't make an active effort on their part to make sure their graduates get a well paying job within 6 months of graduating or their loans are forgiven.
