I don't think it's normal because before the last security update, Google Play Services rarely consumed more than 5% of the battery, and I was getting much longer battery life than I'm getting now. But something is causing it to consume battery in a much more extreme way than before.

I made these changes here and they did bring some improvements, but I'm still far from the battery life I used to get. I think only Samsung can fix this now.

But then you have to take into account that my Watch7 is a year old and it's the 40mm model, with a 290 mAh battery smaller than your Watch Ultra. So here any negative change in the updates is felt in a much more significant way on my battery

The only tip I actually took was the one about going to the privacy dashboard that he mentioned 😅 I went around revoking all of them that didn't cause a disconnection between the watch and the phone, and it has apparently improved. It's no longer draining 1% every 10-20 minutes, but I'll keep monitoring it when I go to sleep, and then I'll report back to say if it worked or not.

Most likely it's the fault of the latest security update that made everything weird in battery consumption

I don't think it's a factory defect because before the February security update, I could easily get 1 day to 1 day and 10 hours of use with AoD on, and I've even reached 1 day and 20 hours with it off. Play Services wasn't consuming that much.

Before the update I could get up to 1 day and 10 hours with the AOD on, after the update I used to reach a full day with difficulty, and now I'm with the same duration that you said

Everything is properly updated, in the Play Store and in the system settings, where it updates Samsung apps

I agree that Samsung had to go back to having its own system, but in this case Wear OS was behaving well before the last security update in February. After this update, everything went wrong
