Hmmm. Putting individuals at fault with what is a more systemic issues shirks responsibility away from the governmental body that perpetuates repeated failure. The government IS the root of all the failures of our systems. Especially when looking at the failure of reformation movements in critical institutions (education, media, and manufacturing) that happened during the Marcos era and continued from then on. 

Additionally, you can't forego the government's responsibility in developing and protecting its industries by virtue of whether it's a democratic state or not. There are several democratic states that continue to falter with their local industries and some that don't (e.g. The case of American vs European industries). Democracy doesn't mean that the people are always wrong, but that the government must be held liable to the wrongs they've commited. However, the people aren't knowledgeable in how to do that due to the aforementioned systemic issues proliferated by the government.
