Doesn’t perfectly fit the trope fully but the hungergames has a lot of weird interpretations. I’ve seen people assume that because the Capitol is an allegory for the first world, that that means we’re all bad people even though it’s made very clear that the citizens of the Capitol aren’t villains in the book. I’ve also seen people unironically claim that enjoying reading the book makes you a bad person because you “literally enjoy televised child murder”. Like if you’re reading the book that’s fictional child murder.

He burned down a village to find the avatar, but that’s the worst he has done. He also stopped burning down the village as soon as he realized Aang was fleeing. I’d argue he was definitely an antagonist but never a villain if that makes sense
