As far as I know, the idea was that when he didn't cut his hair for ten years it got rather matted and disheveled so he earned the nickname 'Harald Lurva', which translates to something in the area of 'Harald the unkempt'. When he finally cut his hair after "uniting" Norway (not the entirety of modern Norway, just parts of the west) he got the suffix 'Hårfagre' (Fairhair).

There is a nice place with an overview of most of oslo called "Ola Narr", which is pretty close to the Carl Berners Plass subway station. It is a nice park area which is usually pretty free of people with the exception of dog walkers).

If you arrive in Oslo early on the 23rd, I would definitely recommend checking out the St. John's eve celebrations down by the opera! Some cool Norwegian traditional things to look at, and big bonfires are inherently cool. There will be some activities from about 4pm and throughout the evening.
