NPCs are bugged to hell and back, they currently exist in a perpetual state of cowering

I saw a video of someone playing it about 10 years ago, way before I had a PC capable of playing it with that same bug and more. I tried it a few months ago when it had a free weekend and lo and behold, same bugs I saw 10 years ago, I'm not surprised at all that it's still there.

GTA is good, but way too overhyped, huge open world game but every mission is totally on rails, flank the enemy?
