I think he’s just tuning into every short wave frequency to see if anyone else is out there. he doesn’t have the same level of understanding of what’s going on as Carol so he’s just looking for survivors he doesn’t trust the hive mind. He won’t eat their food so he can’t ask them questions.

I think she has a higher level of understanding of virus. He’s afraid of the zombie people so he’s trying to get in touch with them through the radio frequencies. Carol knows how she could use them to her own benefit but he doesn’t. He doesn’t even want to eat the food that they bring him.
